e-plus手机卡怎么给国内发短信？

我买的是Aldi超市的手机卡，e-Plus负责运营，我给国内发短信，号码写成了 0086137xxxxxxxx，为什么国内收不到短信？

因为只有o2 和 vodafone可以往国内发短信，不论移动联通
