问个关于租房中介条规里的一句英文的确切意思

in the event that the mediation by housing agency in a lease agreement for the client, the client shall be charged, by housing agency with brokerage fees that shall have to be paid to housing agency. in the event that the service costs and/or gas and electricity costs are included in the monthly rent, the brokerage commission for these expenses shall be passed on.
前面的意思都明白，关于最后一句话（红色字体部分）passed on 究竟在这里表什么意思。
是不是说如果租金包括ervice costs and/or gas and electricity costs ，那么需要支付的中介费应该去掉这部分费用，即中介费=租金减去水电煤费用。 中介费单独计算，不涵盖在房租中。你可以联系上下文。 中介费是以冷租的月租，来计算的。shall be passed on ,是指不被计算在内。
