我查询了一下蓝卡说明的网站，上面是这样说的：
Place of living in the sector of the regional foreign department

This fact does, of course, mean that the applicant already has the right to stay because of another reason. In most other cases, a visa for entering Germany needs to be applied for beforehand. This can be done at the German embassy. After that there is the need to apply for the EU blue card in Germany. This can be done at the foreign department.
我理解的意思还是说，要先有一个德国的residence permit, 才能用这个申请蓝卡啊。
你有遇到身边的例子是在没有德国学位的情况下直接在德国申请蓝卡成功的么？

很多啊。。。德国毕业的申请普通工作签证就可以了。我认识其他任何国家毕业的过来直接工作，就是申请蓝卡。肯定没有问题的。只要你的工资达到蓝卡要求，并且你的工作内容和你所学专业一致
