深化中印尼绿色合作 共创“一带一路”绿色发展新典范

今年是中印尼建交75周年。“一带一路”绿色发展国际联盟（以下简称联盟）依托牵头发起的绿色发展投融资合作伙伴关系（GIFP）和绿色低碳专家网络（GLEN）两大平台，通过拓展投融资合作，推动政企对接、技术共享与能力建设等举措，持续推动新时代中国与印度尼西亚绿色发展与清洁能源领域深度合作，共同助力印尼实现能源转型与净零排放目标，不断打造绿色增长与能源转型南南合作新典范。
This year marks the 75th anniversary of the establishment of diplomatic relations between China and Indonesia. Leveraging two key platforms—the Green Investment and Finance Partnership (GIFP) and the Green Low-Carbon Expert Network (GLEN), BRI International Green Development Coalition (BRIGC) continues to advance in-depth cooperation between China and Indonesia in the fields of green development and clean energy through expanding investment and financing collaboration, aligning government policies with industry needs, facilitating technology sharing, and strengthening capacity building. These efforts help Indonesia achieve energy transition and net-zero emissions goals and lend sustained strength to the building of a new model of South-South cooperation for green development and energy transition.

Establishing a Platform to Facilitate Government-Business Dialogue and to Deepen China-Indonesia Cooperation in Renewable Energy
2025年5月30日，印尼智库基本服务改革研究所（IESR）正式成为联盟会员单位。6月10日，联盟联合IESR、中国可再生能源产业协会及世界资源研究所中国办公室等重要合作伙伴，在京共同召开“推进印尼—中国清洁能源与绿色发展合作”研讨会。此次活动是GIFP系列活动之一。印尼驻华副大使裴连杰和 IESR执行主任法比·图米瓦等现场出席会议并致辞。来自中印尼两国政府部门及研究机构的近百名代表参会。印尼投资部副部长德迪·拉蒂普在主旨演讲中高度肯定联盟通过GIFP、GLEN两大平台，在调动融资资源和技术支持方面为印尼能源转型提供了重要支持。
On May 30, 2025, Institute for Essential Services Reform (IESR), an Indonesian think tank, officially joined the BRI International Green Development Coalition (BRIGC) as a member. On June 10, BRIGC, together with IESR, the China Renewable Energy Industries Association, and the World Resources Institute China Office, co-hosted a seminar in Beijing themed “Advancing Indonesia–China Cooperation on Clean Energy and Green Development,” which was part of the GIFP series activities. The seminar was attended by the Indonesian Deputy Ambassador to China, Mr. Parulian Silalahi, and IESR Executive Director, Mr. Fabby Tumiwa. They both delivered remarks at the seminar. Around 100 representatives from government departments and research institutions of both countries participated. In his keynote speech, Indonesian Vice Minister of Investment Dedi Latip highly commended BRIGC for its effective use of the GIFP and the GLEN platforms to mobilize financing and technical resources, which provided strong support for Indonesia’s energy transition.
此前，在印尼总统普拉博沃2024年4月访华期间，联盟支持印尼驻华大使馆、登嘉拉战略咨询智库及印尼战略与国际研究中心，在京举办“中国—印尼可再生能源投资企业圆桌会”。会议聚焦“印尼—新加坡低碳电力购买协议”实施，促成20多家中印尼企业达成初步合作意向。印尼驻华大使周浩黎表示，联盟作为南南合作的重要平台为印尼能源转型提供了关键支持。
Earlier, during Indonesian President Prabowo’s visit to China in April 2024, BRIGC supported the Indonesian Embassy in China, Tenggara Strategics, and the Centre for Strategic and International Studies (CSIS) Indonesia in convening the 2024 China RE Invest Indonesia: Investing in Indonesia’s Renewable Energy Export Opportunities in Beijing. The meeting focused on the implementation of the Indonesia-Singapore low-carbon energy deals, and facilitated preliminary cooperation agreements among more than 20 Chinese and Indonesian enterprises. Indonesian Ambassador to China Djauhari Oratmangun commended BRIGC as a key platform for South-South cooperation that has provided critical support for Indonesia’s energy transition.
持续开展对话与交流，
巩固中印尼绿色合作基础
Sustained Dialogue and Exchange to Strengthen the Foundation of China-Indonesia Green Cooperation
近年来，联盟持续围绕中印尼绿色合作，与印尼相关机构开展交流。2024年9月5日，印尼国会议会间合作机构主席、大印尼行动党国会议员法德利·佐恩一行拜访联盟，就相关议题进行交流。其表示愿与联盟开展更多绿色低碳领域务实合作，共同推动绿色规划、标准和技术等对接，推动取得更多成果。2025年3月，印尼人民代表会议能源与环境委员会代表团拜会联盟。联盟介绍和分享了中国清洁能源经验及南南合作成效，印尼代表对绿色“一带一路”框架下开展的中印尼绿色能源投资合作表示赞赏，希望推动绿色“一带一路”与印尼能源转型等发展规划对接，帮助印尼实现2060年净零排放目标。
In recent years, BRIGC has been actively engaged in dialogue with relevant Indonesian institutions to advance green cooperation. On September 5, 2024, Fadli Zon, Chair of the Committee for Inter-Parliamentary Cooperation of the House of Representatives of the Republic of Indonesia and a member of the Great Indonesia Movement Party (Gerindra), visited BRIGC and exchanged views on key issues. He expressed interest in pursuing more practical cooperation with BRIGC in green and low-carbon development, including alignment in green development planning, standards, and technologies, to generate tangible outcomes. In March 2025, a delegation from the Energy and Environment Committee of the Indonesian House of Representatives visited BRIGC. BRIGC shared China’s experience in clean energy and the outcomes of South-South cooperation. The Indonesian delegates praised the green energy investment collaboration under Green BRI framework and expressed their hope to align Green BRI with Indonesia’s development plans for energy transition, in support of the country’s 2060 net-zero emissions goal.
推动技术共享与能力建设，
赋能印尼绿色转型进程
Promoting Technology Sharing and Capacity Building to Empower Indonesia’s Green Transition
2024年12月，联盟召开GLEN对话会，邀请IESR执行主任法比·图米瓦加入GLEN，以强化中印尼在清洁能源领域的知识共享。会上，法比·图米瓦高度评价中印尼在光伏、储能及智能电网领域的合作，期待通过GLEN开展技术培训和政策研讨，支持印尼制定《国家电力规划》，提升印尼能源转型能力。此外，联盟还在香港绿色科技与金融大会、上海光伏展期间积极推动中印尼绿色产业合作。
In December 2024, BRIGC convened a GLEN Dialogue, and invited IESR Executive Director Mr. Fabby Tumiwa to join the GLEN to enhance knowledge exchange in clean energy between China and Indonesia. At the meeting, Tumiwa spoke highly of bilateral cooperation in solar photovoltaics, energy storage, and smart grids. He expressed expectations that GLEN would support the development of Indonesia’s National Electricity Plan and strengthen its energy transition capacity through technical training and policy dialogue. In addition, BRIGC actively promoted China-Indonesia cooperation in green industries at events including the Hong Kong Green FinTech Summit and the Shanghai PV Expo.
未来，联盟将继续发挥GIFP、GLEN平台作用，扩大技术共享与能力建设规模，在绿色低碳标准协调、储能及低碳产业园合作等方面推动中印尼务实合作，打造区域和全球绿色合作新标杆。
Looking ahead, BRIGC will continue to leverage the GIFP and GLEN platforms to scale up technology sharing and capacity building,promote practical cooperation in green and low-carbon standards, energy storage, and low-carbon industrial parks, with an aim to set a new benchmark for regional and global green cooperation.
