中外携手绘 “一带一路” 低空发展新图 国际地理信息-低空经济发展合作论坛圆满落幕

12月13日,由中国地理信息产业协会地理信息创新发展与国际交流合作分会、全球无人系统大会组委会共同主办的国际地理信息-低空经济发展合作论坛在广州广交会展馆圆满收官。

论坛由河南云洹网联无人机科技有限公司副总经理兼CTO、蓝天实验室低空空域管理中心副主任韩恒刚主持,汇聚了来自埃塞俄比亚、尼日利亚、肯尼亚、南非等国内外行业组织、科研机构及领军企业代表与专家,围绕低空经济的国际协作、技术创新与产业应用等核心议题展开深入研讨,推动地理信息科技与低空经济的协同发展。

On December 13, International Geoinformation - Low-Altitude Economic Development Cooperation Forum Agenda, jointly organized by Geospatial Innovation and International Cooperation Branch of China Association for Geospatial Industry and Sciences (CAGIS) and the Global Unmanned Systems Conference Organizing Committee, concluded successfully at the Canton Fair Complex in Guangzhou.

The forum was chaired by Han Henggang, Deputy Director of the Low-altitude Airspace Management R&D Center at Blue Sky Lab, Vice President & CTO of Henan Yunhuan Networked UAV Technology Co., Ltd. It brought together representatives and experts from domestic and international industry organizations, research institutions, and leading enterprises, including those from Ethiopia, Nigeria, Kenya, and South Africa. The discussions focused on key topics such as international collaboration in the low-altitude economy, technological innovation, and industrial applications, aiming to promote the synergistic development of geospatial information technology and the low-altitude economy.



论坛上,中国地理信息产业协会地理信息创新发展与国际交流合作分会副秘书长倪涵发表致辞并作《低空经济国际合作初探》的主题演讲。他表示,对于大部分“一带一路”沿线国家,发展低空经济具有相对的刚需,为此,德清依托其地理信息国际化平台,如“世界地信之家”等,正积极推进中国地理信息产业的国际化与务实合作,吸引世界各国机构入驻,共促低空经济发展。

At the forum, Ni Han, Deputy Secretary-general of Geospatial Innovation and International Cooperation Branch of China Association for Geospatial Industry and Sciences (CAGIS), delivered a keynote speech titled "Preliminary Exploration of International Cooperation in the Low-Altitude Economy." He emphasized that developing the low-altitude economy represents a pressing and essential need for most countries along the Belt and Road Initiative. In this context, Deqing, leveraging its international platforms such as the "World Geospatial Home," is actively driving the global expansion and practical collaboration of China’s geospatial information industry. These initiatives aim to attract institutions from around the world to join hands in fostering the growth of the low-altitude economy.

埃塞俄比亚空间科学与地理信息研究院代表Dawit Kassaw先生在分享演讲中以《埃塞俄比亚航天与近地轨道活动及项目》为题,介绍了该国在空间科学及低轨道活动领域的新兴进展,包括发射地球观测卫星、建立国家地面站和卫星通信设施、开发遥感与地理空间智能项目等。此外,Dawit Kassaw强调由无人机、自主系统和低轨道数据驱动的全球低空经济崛起,对非洲而言意义尤为重大。最后,他阐述了埃塞俄比亚与中国在技术开发、人力资源培养、工业合作以及试点和示范项目等方面的合作潜力与未来愿景。

Mr. Dawit Kassaw,Representative from Space Science and Geospatial Institute of Ethiopia ,delivered a presentation titled "Ethipian spacec and low orbit Activiites and projects" sharing insights into the country's emerging advancements in space science and low-orbit activities. These include the launch of Earth observation satellites, the establishment of national ground stations and satellite communication facilities, and the development of remote sensing and geospatial intelligence projects. Additionally, Dawit Kassaw emphasized the global rise of the low-altitude economy, driven by drones, autonomous systems, and low-orbit data, highlighting its particular significance for Africa. Finally, he outlined the potential and future vision for cooperation between Ethiopia and China in areas such as technological development, human resource training, industrial collaboration, as well as pilot and demonstration projects.

山西迪奥普科技有限公司总经理廖洁麟以《无人机赋能矿产资源开发全周期服务与管理》为题,分享了无人机在矿产资源开发的勘察、设计、开采及生态修复各阶段中的全方位应用,包括高效发现与评价矿藏、精细化设计与模拟开采、安全管理与智能化运营,以及科学修复与效果评估等方面,生动展示了迪奥普科技作为三维空间地理数据综合运营服务商,如何利用无人机技术推动矿产资源开发全链条的数字化与智能化转型。

Liao Jielin, General Manager of ShanXi DEVELOP TECHNOLOGY Co., Ltd., delivered a presentation titled "Drones empower the full-cycle service and management of mineral resource development." He shared comprehensive applications of drones across various stages of mineral resource development, including exploration, design, extraction, and ecological restoration. These applications encompass efficient discovery and evaluation of mineral deposits, refined design and simulation of mining operations, safety management and intelligent operations, as well as scientific restoration and effectiveness assessment. The presentation vividly demonstrated how DIOP Technology, as an integrated service provider of three-dimensional spatial geographic data, leverages drone technology to drive the digital and intelligent transformation of the entire mineral resource development chain.

尼日利亚北方测量师联盟代表Ameh Glory Ene-dugbo-ojo女士在《从轨道到空域:尼日利亚迈向主权性低空经济的一体化路径》的演讲中表示由于监管和基础设施的限制,无人机在空域内超出视距(BVLOS)的运行仍面临挑战,并提出通过空间层利用现有轨道资产和基础设施、空中层推动本地无人机组装生产、地面层强化测量师与地理空间专家作用的三大支柱路径,致力于实现低空经济主权化,建议国际合作共建未来低空经济体系。

Ms.Ameh Glory Ene-dugbo-ojo,representative of the Northern Surveyors Union of Nigeria, stated in her speech titled "From Orbit to Airspace: Nigeria's Integrated Pathway Toward a Sovereign Low-Altitude Economy" that due to regulatory and infrastructural limitations, the operation of drones beyond visual line of sight (BVLOS) in airspace still faces challenges. She elaborated on Nigeria's approach, which leverages over two decades of investment in space infrastructure. This approach is based on three pillars: utilizing existing orbital assets and infrastructure at the space layer, promoting local drone assembly and production at the aerial layer, and strengthening the role of surveyors and geospatial experts at the ground layer. The goal is to achieve sovereignty in the low-altitude economy, and she called for international cooperation to jointly build the future low-altitude economic system.

北斗伏羲信息技术有限公司华南区高级副总裁车旭围绕《北斗网格码:低空经济的数字天空底座》,详细阐述了北斗网格码作为低空经济数字天空底座的核心技术,基于全球首个地球立体剖分GeoSOT模型及其编码系统,实现了从“对象管理”到“时空管理”的低空空域革命,有效解决了低空经济发展中的管理瓶颈。通过构建数字化空域系统,北斗网格码提供了全域可标识可计算可多尺度嵌套、规模化无人器联合导航调度及规模化飞行服务超算能力,支撑低空物

流、应急、交通等多领域应用场景的拓展。同时,车旭先生分享了公司在衢州、北辰等地的成功案例,展示了北斗网格码技术在低空空域基础设施建设与运营中的实际效果,为低空经济的高质量发展提供了有力支撑。

Che Xu, Senior Vice President of BDW Information Technology Co., Ltd. (South China Region), delivered a presentation titled "Beidou Grid Code: The Digital Foundation for the Low-Altitude Economy." He highlighted that the Beidou Grid Code, as a core technology for the digital infrastructure of the low-altitude economy, is built upon the world's first Earth stereoscopic subdivision model, GeoSOT, and its encoding system. This innovation enables a fundamental shift from traditional "object management" to "spatiotemporal management" in low-altitude airspace, effectively addressing management challenges in the development of the low-altitude economy.By establishing a digital airspace system, the Beidou Grid Code offers capabilities,These advancements facilitate the expansion of application scenarios in areas including low-altitude logistics, emergency response, and transportation.Mr. Che Xu also shared successful implementation cases in cities such as Quzhou and Beichen, demonstrating the practical role of the Beidou Grid Code in the construction and operation of low-altitude airspace infrastructure. These cases underscore the technology's contribution to the high-quality growth of the low-altitude economy.

肯尼亚国家工业与商业联合会代表Ruth Noela Muliaro女士作《肯尼亚无人机产业》演讲,介绍了肯尼亚无人机产业的发展机遇、市场现状、本地制造与组装路线图以及潜在应用场景。她强调了通过肯尼亚-中国合作倡议,推动无人机本地化开发、组装与制造的重要性,旨在服务于国家安全监控、基础设施监测、农业发展和灾害管理等领域,并提及提升肯尼亚工程师的技术和建设技能,以及无人机在医疗物流、农业技术、测绘与地理信息、工业物流等方面的广泛应用前景。

At the Kenya National Industrial and Commercial Federation, Ruth Noela Muliaro delivered a presentation titled "The Kenyan Drone Industry." She introduced the development opportunities, current market landscape, local manufacturing and assembly roadmap, and potential application scenarios of Kenya's drone industry. She emphasized the importance of promoting localized development, assembly, and manufacturing of drones through Kenya-China cooperation initiatives. These efforts are aimed at serving national security surveillance, infrastructure monitoring, agricultural development, disaster management, and other fields. Additionally, she highlighted the need to enhance the technical and construction skills of Kenyan engineers and discussed the broad application prospects of drones in areas such as medical logistics, agricultural technology, surveying and mapping, geographic information systems, and industrial logistics.

北京中科翱翔无人机科技有限公司副总经理白文星在《低空基础设施公共航路,规划与服务平台建设方案》中分享,推动低空公共航路基础设施建设是中科院地理资源所廖小罕研究员为首席的研究团队针对未来规模化、商业化无人机应用重点研究方向。低空公共航路,又称“低空天路”,是研究团队率先提出的一项面向规模化无人机低空运行的前瞻性应用研究。团队开展了低空天路网(天路图)规划、构建与仿真验证关键技术研究,研发了包括智能化算法库、动态基础地理信息与遥感大数据平台、天路网规划构建与仿真验证等功能的春蚕系统。这是国内外第一个融合了地理信息/遥感/三维高效渲染等多学科技术的分布式应用系统,可以进行城市低空天路规划设计,并实现了与中国民航局无人驾驶航空器运行管理系统(UOM)的耦合。

During the presentation, Bai Wenxing, Deputy General Manager of ZKAX Technology Co., Ltd, emphasized that the construction of low-altitude public air route infrastructure serves as a critical research direction for enabling large-scale and commercial UAV applications. The concept of the "low-altitude skyway," first proposed by the research team, aims to establish a systematic operational network for low-altitude drones. The team has developed the "Spring Silkworm System," it marks the world’s first distributed application to combine multidisciplinary technologies, including geographic information, remote sensing, and high-efficiency 3D rendering. This system supports the planning, simulation, and verification of low-altitude skyway networks and has achieved integration with China’s civil aviation UAV management platform (UOM), providing innovative technical support for urban low-altitude route planning.

最后,南非空间经济基金会代表Maryline Ratshilingana女士以《南非的低空无人机经济》为题,介绍了南非低空系统不再是单纯的飞行摄像机,正成为服务民众的关键工具,如快速运送血液至偏远诊所、精准农业管理以及野生动物保护等,并强调了女性在这一领域参与的重要性及面临的挑战。她提出了一系列合作愿景,呼吁与中国等国家展开深入合作,共同推动南非低空无人机经济的发展与国际化进程。

Ms. Maryline Ratshilingana from the South Africa Space Economy Foundation delivered a speech titled "South Africa's Low-Altitude Drone Economy." She highlighted that low-altitude systems in South Africa have evolved beyond mere flying cameras and are now becoming vital tools for serving the public—such as delivering blood quickly to remote clinics, enabling precision agriculture management, and supporting wildlife conservation. She also emphasized the importance of women's participation in this field and the challenges they face. Additionally, she envisioned a series of collaborative prospects based on co-creation rather than dependence, calling for in-depth cooperation with countries like China to jointly advance the development and internationalization of South Africa's low-altitude drone economy.

从国际合作的模式探索,到各国实践的经验分享;从核心技术的创新突破,到基础设施规划的前瞻布局,各方在交流中畅所欲言、分享成果、共探发展。此次国际地理信息-低空经济发展合作论坛的成功举办,既搭建了跨国界、跨行业的交流对接平台,又凝聚了“一带一路”沿线国家低空经济发展共识,为推动低空经济的国际合作与发展注入了新动能。

From exploring international cooperation models to sharing practical experiences from various countries, and from breakthroughs in core technologies to forward-looking infrastructure planning, participants engaged in extensive discussions, shared insights, and collectively explored pathways for development. The successful hosting of this International Geoinformation-Low-Altitude Economy Development Cooperation Forum has not only established a cross-border and interdisciplinary platform for exchange and collaboration but has also fostered consensus among countries along the Belt and Road Initiative regarding low-altitude economy development. This has injected fresh momentum into advancing international cooperation and growth in the low-altitude economy sector.
