北方网消息(记者王冰)：记者7月18日从天津市人民政府新闻办公室召开的新闻发布会上获悉，上半年，全市各地区各部门在市委、市政府的正确领导下，深入贯彻科学发展观，一手抓经济社会发展，一手抓支援抗震救灾，按照市委九届三次全会部署，振奋精神，真抓实干，认真贯彻“一二三四五六”的奋斗目标和工作思路，坚持好字优先，努力促进经济社会又好又快发展，全面推动三个层面协调联动，全市国民经济呈现发展提速、质量提升、投资强劲、消费活跃、就业扩大、收入提高、资金快速涌入、整体发展加快的良好势头。上半年全市经济运行呈现八个特点：

据初步核算，并经国家统计局评估审定，上半年，全市生产总值完成2951.88亿元，按可比价格计算，增长16.3%，增幅比一季度提高0.3个百分点，比去年同期提高1.8个百分点，为1992年以来同期最好水平。分三次产业看，第一产业增加值54.69亿元，增长2.5%。第二产业增加值1773.53亿元，增长18.4%，其中工业增加值1645.89亿元，增长19.0%，拉动全市经济增长10.1个百分点，贡献率达到61.8%。第三产业增加值1123.66亿元，增长14.0%。
运行质量提高 财政收入增长33.3%
财政收入持续快速增长。上半年，全市财政收入762.55亿元，增长33.3%，增幅同比提高6.5个百分点，达到历史同期最好水平。其中，地方财政收入341.83亿元，增长33.4%。主体税种保持快速增长。企业所得税增长50.3%，营业税增长34.4%，增幅同比分别提高2.8个和15.6个百分点。地方税种收入大幅提高，城市维护建设税、土地增值税、契税、房产税、车船使用税等地方税收入合计增长47.8%，增幅同比提高29.3个百分点。
http://pic.enorth.com.cn/0/05/17/19/5171953_751725.jpg 工业经济效益增势良好。1-5月份，全市规模以上独立核算工业企业完成主营业务收入4795.81亿元,增长28.8%；实现利税总额507.52亿元,增长26.0%，其中税金145.07亿元,增长25.3%，利润362.46亿元,增长26.3%。石油和天然气开采、交通运输设备制造、电气机械及器材制造、化学原料及化学制品制造和农副食品加工业等主要行业利润增长快速，同比均增长50%以上。
节能降耗工作扎实推进。本市万元GDP能耗降幅在连续两年居全国第二的基础上，一季度又下降4.4%。
三个层面协调联动快速发展 滨海新区经济龙头带动作用增强
一批新的政策、措施和项目启动，为滨海新区发展增添了新的动力。上半年，《天津滨海新区综合配套改革试验总体方案》获国务院批复，成功举办了第二届“中国企业国际融资洽谈会”，以生物医药、细胞工程、重型技术装备等一批高水平研发机构为代表的重大自主创新平台建设项目启动实施。新区经济龙头带动作用进一步增强。上半年，滨海新区生产总值完成1467.45亿元，增长23.0%，高于全市6.7个百分点。工业总产值3782.42亿元，增长32.0%。直接利用外资合同金额47.46亿美元，增长30.8%，占全市的68.6%，实际到位26.35亿美元，增长30.0%，占全市的64.4%。固定资产投资687.21亿元，增长40.3%。社会消费品零售总额145.22亿元，增长28.1%。新区服务辐射功能继续提升。新通天津港-满洲里过境集装箱班列，天津港成为我国唯一具备三条亚欧大陆桥通道的陆桥港口。上半年，天津口岸进出口总值达到792.68亿美元，增长33.8%，增幅同比提高6.1个百分点，其中外地经由天津口岸进出口的货物总值占到60.8%，同比提高4.4个百分点。
http://pic.enorth.com.cn/0/05/17/20/5172012_159726.jpg 新区重点项目进展顺利。中新生态城服务中心完工，3平方公里起步区填土工程竣工。东疆保税港区吹填造陆2000万立方米，道路、绿化工程基本完成，油轮母港和东部景观线建设进展顺利，五星级酒店、低密度住宅开工建设。百万吨乙烯炼化一体化、空客A320总装线、天铁冷轧薄板二期、大沽化50万吨苯乙烯及40万吨ABS树脂等项目加紧建设。基础设施建设加快，上半年已开工45个项目，完成投资205亿元。中央大道新港四号路地道、集疏港公路一期主体工程、京津城际客运专线滨海新区段线路和塘沽火车站改造主体工程竣工，北疆电厂、北港池集装箱码头三期等全力推进。
区县经济快速发展，成为全市新亮点。从工业生产看，上半年，区县属工业总产值完成1630.54亿元，增长40.6%，增速快于全市工业平均水平10.1个百分点。从投资看，区县第一批145个大项目已开工84个，上半年完成投资124.56亿元。从财政收入看，十八个区县财政收入269.68亿元，增长40.4%，增幅同比提高15.6个百分点，其中有三个区县增幅超过60%。从招商引资看，中心六区实际直接利用外资4.43亿美元，十二区县实际到位13.76亿美元，同比分别增长1.3倍和75.5%；中心城区实际利用内资156.64亿元，增长34.2%，各区县到位内资214.13亿元，增长89.2%。
三次产业全面增长 服务业增长呈逐月加快态势
农业生产稳步增长。随着本市支农惠农政策的不断落实，加之今年雨水充沛，夏粮生产再获丰收。上半年，全市农林牧渔业总产值113.07亿元，增长2.7%。夏粮种植面积达到161.53万亩，总产量达到52.47万吨。夏播进展顺利，为全年粮食丰收打下了坚实基础。大力发展高标准设施农业，都市型现代化农业发展取得新突破。上半年设施农业投入9.26亿元，新建设施种植业面积2.30万亩。生猪生产呈现恢复性增长，生猪出栏同比增长3.2%。主要农副产品稳定增长。
工业高端化、高质化、高新化进程不断加快，对全市经济的支撑作用进一步增强。上半年，全市规模以上工业增加值完成1635.94亿元，增长21.0%，增幅分别比去年同期和今年一季度提高3个和0.4个百分点；完成工业总产值5814.87亿元，增长30.5%，增幅分别比去年同期和今年一季度提高10.2个和2个百分点。重工业生产继续提速，完成工业增加值同比增长22.7%，增速比一季度加快1.4个百分点，快于轻工业10.2个百分点。股份制企业和民营工业增长较快，股份制企业完成工业增加值增长32.1%，民营工业增长28.7%。中小型工业企业生产较为活跃，完成工业增加值增长26.7%，快于大型企业20.6个百分点。从行业看，在全市规模以上36个工业行业中，有31个行业增加值保持增长。其中，交通运输设备制造业、通用设备制造业、金属制品业、农副食品加工业和非金属矿物制品业等行业增速均超过30%。通讯设备、计算机及其他电子设备制造业增长18.4%，石油和天然气开采业增长16.6%，增幅分别比一季度提高4.9个和1.2个百分点。工业产销率保持较高水平。全市工业产销率为99.87%，同比提高0.56个百分点。主要工业产品产量保持增长。
http://pic.enorth.com.cn/0/05/17/19/5171954_961089.jpg 服务业增长明显加快。上半年，全市服务业增加值增长14.0%，增幅比一季度提高1.2个百分点，比去年同期提高1.6个百分点。今年以来，本市服务业增长呈逐月加快态势，1-2月增长12.0%，一季度增长12.8%，1-4月增长13.0%，1-5月增长13.5%，上半年增长14.0%。上半年，全市批发和零售业增加值完成276.01亿元，增长14.9%，住宿和餐饮业增加值48.08亿元，增长6.4%，金融业增加值165.92亿元，增长14.5%，增幅同比分别提高4.2个、3个、6.7个百分点；交通运输、仓储和邮政业增加值完成180.49亿元，增长9.0%。上半年，天津港口吞吐量完成1.82亿吨，增长15.9%，集装箱吞吐量408.2万标箱，增长21.6%。天津滨海国际机场旅客吞吐量222.04万人次，增长28.4%，机场货邮吞吐量7.43万吨，增长34.4%。邮电业务总量171.99亿元，增长21.5%。目前，全市20项重大服务业项目已经启动16项，累计完成投资350亿元，为本市服务业发展增添了后劲。
内需强力拉动 外需增长平稳
投资增势继续走高。上半年，全社会固定资产投资完成1500.34亿元，增长37.5%，增幅比一季度提高4.9百分点，比去年同期提高9.2个百分点，为2004年以来历史同期新高。今年以来，本市全社会固定资产投资增速持续走高，1-2月增长31.9%，一季度增长32.6%，1-4月增长35.1%，1-5月增长35.8%，上半年增长37.5%。上半年，城镇固定资产投资1399.17亿元，增长37.7%；农村投资101.17亿元，增长35.0%。新开工项目明显增多，全市施工项目个数增长88.9%，其中新开工项目增长1.4倍。地方投资增长提速，完成投资增长46.9%，增幅同比提高21.3个百分点，快于中央投资40.9个百分点。第二产业投资增长快速，完成投资增长39.7%，快于全市城镇投资2个百分点，其中工业投资增长37.7%。第三产业投资增长加快，完成投资增长33.6%，增幅同比提高12.3个百分点，其中水利、环境和公共设施管理业投资增长1倍。重点建设项目进展顺利。地铁2、3、9号线加紧地下盾构施工，京津城际铁路进入调试阶段，津蓟高速延长线隧道全线贯通。
http://pic.enorth.com.cn/0/05/06/51/5065117_837146.jpg 消费需求更加活跃。上半年，全市社会消费品零售总额完成974.82亿元，增长24.7%，增幅同比提高9个百分点，为1998年以来同期最高水平。其中，批发和零售业增长25.4%，住宿和餐饮业增长21.3%。汽车、电子出版物及音像制品和金银珠宝成为热销商品。城市居民消费保持较快增长。上半年，城市居民家庭人均消费性支出6302元，增长12.4%。其中，食品类、居住类和交通通信类支出分别增长18.7%、12.6%和27.2%。
对外贸易保持稳定增长。上半年，全市外贸进出口总值395.82亿美元，增长19.7%，增幅同比提高8.9个百分点。其中，出口202.94亿美元，增长14.1%，比一季度加快5.5个百分点；进口192.87亿美元，增长26.2%。实现贸易顺差10.07亿美元。
各类资金快速涌入津门
利用外资增势强劲，服务业引资比重超过六成。上半年，全市新批外商投资企业398家，合同外资额69.15亿美元，增长51.3%，实际到位额40.89亿美元，增长58.6%，增幅同比分别提高34.9个和31.1个百分点。外商投资规模扩大。全市新批合同外资额1000万美元以上的项目个数和合同外资金额分别占到全市的26.4%和65.2%。服务业利用外资高速增长，完成合同外资额增长86.2%，实际到位额增长1倍，分别占全市的69.8%和62.3%。批发零售及餐饮业、房地产业和社会服务业实际直接利用外资继续快速增长，同比分别增长1.8倍、70.7%和5.2倍。
吸引内资高速增长，服务业比重达到八成。上半年，全市引进内资项目943个，到位资金473.99亿元，增长60.3%，完成全年预期工作目标的59.2%，实现了时间过半，任务超半。其中，亿元以上项目到位资金占到全市的79.0%。项目质量继续提升，高科技、现代物流与金融、创意等高端产业实际利用内资占到全市的14.2%。服务业是内资增长的热点，实际利用内资占全市的80.4%，比去年同期提高11个百分点。民营资本成为本市内资来源主渠道，外地民营企业在津投资项目到位资金增长87%，占全市比重的70%，比去年同期提高10个百分点。来自环渤海、“长三角”和“珠三角”等三地区到位内资占到全市的82.6%。
金融存贷款增长稳步加快。截止6月末，全市金融机构(含外资)本外币各项贷款余额7188.10亿元，比年初增加643.57亿元，同比多增80.47亿元，余额增长19.5%，增幅同比提高5.5个百分点。其中，新增中长期贷款占到全市贷款的83.1%，对全市经济发展发挥了重要支撑作用。截止6月末，全市金融机构(含外资)本外币各项存款余额9040.12亿元，比年初增加798.11亿元，同比多增208.58亿元，余额增长21.3%，增幅同比提高9.4个百分点。受股票等金融市场震荡调整影响，储蓄存款出现回流。新增储蓄存款占到全市存款的42.7%，储蓄存款余额增长15.0%，增幅同比提高4.8个百分点。
就业规模继续扩大 职工和居民收入增长较快
上半年，全市新增就业20.32万人，同比增长25.4%。截止6月底，全市城镇单位从业人员199.4万人，比去年同期增加4.3万人，增长2.2%。
上半年，全市城镇单位从业人员劳动报酬总额为340.25亿元，增长26.6%，人均劳动报酬17393元，增长23.8%，增幅同比分别提高7.8个和5.9个百分点。城市居民人均可支配收入8934元，增长16.0%。农村居民人均现金收入6133元，增长11.5%，增幅同比提高0.6个百分点。

6月份，城市居民消费价格比去年同期上涨5.5%，涨幅连续两个月回落。动态来看，1月份上涨5.3%，2月份受到南方低温雨雪冰冻灾害波及，价格涨幅达6.9%，3月份上涨6.2%，4月上涨6.5%，5月回落为6.2%、6月进一步回落为5.5%。上半年累计，城市居民消费价格上涨6.1%，涨幅比一季度回落0.1个百分点。食品价格仍是影响城市居民消费价格指数运行的主要因素。上半年，食品类价格涨幅为15.1%，虽比一季度回落0.7个百分点，但仍处于较高水平。
总体看，上半年本市继续全力加快滨海新区开发开放，正在不断聚集和释放新的发展能量。大力实施三个层面协调联动，区县发展潜力得到进一步发挥。积极争取和落实一批新的政策、措施和项目的启动，也为本市开拓出新的巨大发展空间。全市经济在近几年持续快速发展的良好基础上，呈现出继续加快发展的良好态势。

http://a8.ent.tom.com/player/splay.php?songid=414349 天津多名法官利用主审破产案受贿落马http://www.sina.com.cn2008年07月29日07:29新华网辽宁省盘锦市人民检察院不久前在查办当地合作银行一起职务犯罪案时，意外发现该案背后隐藏着一个下连破产企业，上牵审理破产案件的法院，中间串联着清算机构、拍卖公司和债权银行的“腐败链条”。通过这一链条，天津高院、一中院的多名法官利用主审企业破产案件的机会，与清算所、拍卖行“默契配合”，大肆受贿。
无独有偶，2006年，深圳市中院5名法官在同样的“腐败链条”上“落马”，轰动一时。“南有深圳、北有天津”，两地法院均属全国企业破产清算审理的试点法院，两地都出现法官大面积“沦陷”，个中缘由发人深思。
银行主管“炒地皮”扯出法官受贿窝案
天津多名法官落马，事件的缘由可上溯至盘锦市合作银行两高管挪用公款到天津“炒地皮”的事件。
盘锦市检察院公诉处处长王志强、代理检察员马永波对半月谈记者介绍，早在1996年，盘锦商人马兆军在天津市红桥区选中一商业地段欲投资开发，但缺少资金，便找到盘锦市合作银行原副行长王长富，并通过王长富认识了盘锦市合作银行中银城市信用社原主任蔡焕柱。1996年至2005年，3人结成利益共同体，挪用公款1250万元，蔡焕柱还违规发放贷款4000万元。
王长富、蔡焕柱、马兆军在如愿获得天津的地皮后，觉得开发楼盘利润更大，于是成立天津宏商发展有限公司。后来由于银行的窟窿越来越大，王长富、蔡焕柱决定对天津宏商发展有限公司进行破产清算减少损失。通过介绍，他们认识了在天津司法、拍卖圈较有影响的姜志君。
姜志君有多个头衔，包括：天津南大律师事务所主任、天津市新生清算事务所主任、天津嘉利拍卖行有限公司董事长。盘锦市检察人员发现，姜志君在多起企业破产案中，有向以孙伟民为首的天津高院、天津一中院多名法官行贿拉关系的情况。天津中院法官受贿“窝案”由此浮出水面。
法院查明，孙伟民在任天津市高级人民法院民事审判第二庭审判员期间，利用其主审天津新生清算事务所代理的天津宏商发展有限公司破产案、天津海伦铝业有限公司破产案、天津铝品厂破产案的职务便利，接受姜志君及其妻弟的请托，在审理案件过程中，在立案、指定临时接管人、指定清算办公室、指定拍卖机构等环节，对天津新生清算事务所和天津嘉利拍卖行有限公司给予关照。为此孙伟民先后6次收受贿赂款91万元。盘锦市中级人民法院一审判处孙伟民有期徒刑10年。
与姜志君“配合默契”的还不止孙伟民一人。在辽宁省盘锦市接受公诉审判的天津法官，还包括原天津市第一中级人民法院经济庭审判员王跃有、原天津市高级人民法院民二庭审判员秦立军、原天津市高级人民法院民二庭审判员田长友。他们均因受贿罪被判有期徒刑，且均服从一审判决。此外，原天津市红桥区政府法制办主任陈铁军也涉案，收受贿赂，被判刑6年。
“我帮了他这么大的忙，他又挣了那么多钱，我收点也正常”
在下连破产企业、上牵审理破产案的法院、中间串联着清算机构、拍卖公司和债权银行的“腐败链条”中，“利益输送”成为一个个破产案审结必备的“润滑剂”。
对于法官在破产案“利益分配”中的重要作用，姜志君曾供述：“在代理破产案时，为了既能保护委托人的利益，又能保证我们清算所的利益，就需要跟法官有很好的沟通，求得法官支持。”他说，名下的嘉利拍卖行有限公司负责这4个破产案件的拍卖，收取拍卖佣金，虽然拍卖行的确定是由清算组负责，由清算组同拍卖公司签订委托合同，但是如果作为主审法官干预或否决，就不会得到拍卖权。
首次接受姜志君贿赂的情节，孙伟民记忆犹新：“在车上，他拿出一个档案袋交给我，对我说：孙老师，这点钱你收下吧。我说：算了。但是他坚持给，我就把钱收下了。回去我看了一下，一共是10万元。”
巨额“黑金”输送后，孙伟民丧失了司法公正的执业准绳。“在宏商公司破产案件过程中，我指定新生清算事务所进行清算，在明知实际上违法的情况下又没有阻止天津嘉利拍卖行有限公司对宏商公司资产进行拍卖，这使姜志君获得了巨大利益。在代理其他几个破产案件和拍卖破产企业的过程中，他也挣了不少钱，为了感谢我对他的帮助和关照，才给我的这91万元。另外，他肯定也想跟我搞好关系，以后能继续在案件方面给予他帮助和支持。我觉得我帮了他这么大的忙，他又挣了那么多钱，我收点也正常。”
为“垄断”企业破产拍卖丰厚的利益，姜志君在“关键人”身上下足工夫、“用心良苦”。在“忏悔书”中孙伟民披露：“姜志君6次给我送钱，记忆最深刻的要算他出了20万给我买车的那次。我以前开的车一直是跟别人借的，很不方便。2006年年初的时候，我想买辆新车，就让姜志君陪我到4S店去看车。后来我看上了一款东风雪铁龙轿车。交车款那天，我就到了姜志君单位楼下，给他打电话，告诉他我来取买车的钱。过了一会，姜志君下楼，打开我的车门，交给我一个袋子，我看了一下是20万元。然后我就去东风雪铁龙的4S店，交款提车，车价是19.98万元。”
