Soll-Ist-Abweichungsanalyse及target cost和budgeting

在Soll-Ist-Abweichungsanalyse中对比Soll-, Ist-wert还是Soll-,Plan-wert？在企业实际中有什么意义？最好能举个小例子，谢谢。
另外target cost和budgeting是同一个概念吗，有什么区别？
