I got my certificate back by paying them a personal visit. This time it it was a Russian girl and she's quite friendly. I seriously doubt that they are acting to their own code rather than to German Law. So she agreed immediately.
I don't know what would happend if I met the Chinese I was talking before... But anyway, I got it:)
