no. they do pay.
I was with AOK and had some problem (due to change of age. I was over 30 and they sent an new contract to my old address, i didnot get it so they stop my insurance)
I didnot know AOK stopped my insurance(I didnot check my account so often) for 3 months and I went to doctor
twice. (the doctor didnot ask me to pay, either)

I knew this 3 months later because I went to AOK and asked them what I should do since I need to change from
student to employee, and they told me that I am not in insurance for 3 months.

I paid the fee i should pay so I am back with AOK again
