走向强盛之路的中国

作者简介：作者曾在澳大利亚装甲部队和情报单位服役十年，退役后在澳大利亚国防部至今已经服务九年。作者在国防部所服务的领域包括国防能力指导纲领，军队协调指挥系统和战略政策发展等。目前作者从澳大利亚国防部停薪留职，在伊拉克国防部担任政策主任私人顾问。作者还曾经在美国和印度尼西亚从事过与军事研究有关的工作。他在学术研究领域涉及历史，战略研究，政治研究和国际关系。精通印尼巴哈萨语。
未来中国的富强从根本上由其外部环境的质量来决定的。正因为如此，除非是在非常重要的情况下，中国在近期不会强行完成一个事情或者直接与美国敌对，保持目前的外部环境不恶化是其首要任务。中国未来外交和国防政策的中心点有以下顺序：能源和贸易；台湾独立；朝鲜问题；导弹防御体系和核武器扩散问题；中国南海问题。
基于以上原因，我们怎样去理解中国未来的外交和国防政策呢？尽管从中国现代史的角度来分析未来中国政策是危险的，但是我们还是可以通过中国的过去来理解为什么中国要采取一个如此顺序的过程。中国外交和国防政策可以追溯到明代永乐皇帝朱棣（1403－1424AD)，对那个时期中国的研究可以帮助我们来理解中国未来的外交和国防政策。在那个时期，中国外交和国防政策是被动的，中国没有主动使用其军事力量去发展并保持与地区和世界其他国家的一个规范化并且具有建设性的关系。
中国在这个时期外交和国防政策的先后顺序是：国家稳定；利用自己在政治，经济，军事上的力量去建立一个适合自己利益的地区（国家全面力量），在此基础上达到自己的目的（全球战略机动）；展示尖端军事技术；通过以上各方面确定大国地位。
许多中国问题专家视中国不断发展的能力和不明确的意图为威胁（原话为升起“红旗”）。一个国家的能力是其外交政策的基石，这对每个国家都适用。由于具有如此能力，大国的行为更倾向于更具有攻击性。与一个国家的能力相比较，一个国家意图更能现实这个国家的外交政策。拿美国为例，美国在第一次世界大战结束后完全可以成为超级大国，但美国没有选择如此。美国有此能力，但美国没有试图去成为一个超级大国。
今天的中国正在迅速发展其能力并集中在海军，空军和第二炮兵（SAF)等及格方面，这三个方面也恰恰是实施常规武器精确打击的主要力量。中国认为威慑和使用包括大量的短程弹道导弹等常规武器进行反击为国防战略的首选。中国明代和当代军事能力可以被理解为“有效威慑力量”。
拥有一些具体军事能力比拥有其它能力更容易理解。拥有航母，弹道导弹，核武器在国际上象征着一个国家的国际声望。一个国家拥有先进的武器系统不一定是要投放自己的军事力量，而更多的是通过展示自己的“国家全面力量”来获得国际上的威望。正因为如此，除非台湾宣布独立，中国绝对不会攻打台湾。航母不是用来进攻台湾，而是跨越第一岛链和中国南海，把自己的军事力量投放到中太平洋和印度洋。
通过了解中国的目的，发展走向和外交国防政策，我们不难发现中国大战略的规则：
1,中国政府最重要的任务是维护国家完整，提高“国家全面力量”。
2,台湾是中国不可分割的一部分，中国在台湾问题上不会让步，除非没有达到第一个目的。
3,中国没有计划超越国界，也不会去进攻其它国家，除非是在以上两种情况下的被动防御。
那么这对未来意味着什么呢？我们会看到一个经济上富有进攻性但在军事上防守性的中国外交国防政策。这与上世纪二十年代的美国非常相似。中国会很小心不去激怒每国，但同时我们应该理解中国不会表现出屈服的姿态。我们会看到一个中国持续发展“全面力量”，为形成“全球战略机动”能力而奠定基础。以次为目标，中国目前采取的政策是“和平发展”，而不是刺激她的邻居。这就需要一个高度协调的发展战略，总结起来可以叫做“塑造－影响战役”。这一战役的特征就是利用其“怀柔政策”稳定的在地区范围内巩固自己的地位，塑造一个地区的格局，影响地区国家的政策制定。
如果中国拥有航母和战略轰炸机，这也许表明中国有其他的动机。这也许表明中国畏惧由于突发时间引发的外部危机，而这种危机职能通过军事手段来解决。这些事件可能包括能源枯竭，台湾，或者由美国引发的危机。但是，单独的事件很难造成中国使用军事力量来解决危机，而更有可能的是数件事端引起一个重大的反应。这个重大时间可能发生在2008年。
中国最大胆的行动可能是在中国设计的蓝图下朝鲜半岛形成统一。美国在导弹防御计划中的投入是因为朝鲜的远程导弹计划和远程导弹携带核武器的潜力。一个有效并且成军的导弹防御体系能够大大削弱中国短程弹道导弹的作用。一个统一的朝鲜为中国提供了一个富强并且具有活力的边境贸易伙伴，并且是一个没有驻军的边境。更重要的是，中国这时会不再理解日本部署导弹防御体系的动机，并且会更加关注日本的核武器项目。
