这里的to是介词，而非不定式的助词，所以后面跟动名词（动词加ing），也就是说，对于such institution的growth和sustainabil ...

Ending corruption is necessary ------> to grow and sustain such institutions and restore the public's trust.

Both the above sentences are not all the same.

一般是 it is necessary to do sth.
仔细看一下句子结构自己也会填成doing的

For example:

It is necessary to study hard .
必须努力学习。

It is necessary for us to study hard .
我们必须努力学习。

studying hard is necessary to us .
努力学习是我们必须的。

studying hard is necessary for us .
努力学习是我们必须的。

Oxygen is necessary for all forms of life.

Because "Ending corruption" is not People or animals, it can't to do sth..
So, "to" here only means "for", in other words it is a preposition.

It is necessary to do sth..

"to do sth." here is an appositive.

In the first sentence, if you want to say "to do sth." , you may say like this:

It is necessary to end corruption for growing and sustaining such institutions and restoring the public's trust.

or

We need to end corruption for growing and sustaining such institutions and restoring the public's trust.
