我是想表达，如果法律修改的太快，情况稍微一变就改。那么法律就无法执行了。执法者不熟悉法律，而平民也不熟悉法律，可能就无意中触犯了法律。{:5_367:}

因为我的确不重视冠词的使用用法也不一定清楚

In case that the laws became so flexible that they were keen to perfectly adapt each emerging situation, then the problem should arise with executability. The laws could be so fast reactive to the changing situation that people violated the law without consciousness and executors judged cases with out-of-date regulations.

恩 但是法律通过不需要100%的投票率啊
我是想表达有了法律，你就算不满意 也要遵守。不知道consensus换成什么比较好
