I am now in Germany. Can we conduct a telephone interview ？ If I get a offer, I can immediately return to China.

"conduct a telephon Interview" is ok, but commonly to say "hold an interview"
"get a offer" must be "get an offer".

I would write it as follows,
Dear XXX,
...I am now living in Germany... May I ask for a telephone interview... It could be possible for me to go back to China right away if an offer can be appreciated.
